Pony Express level 21 still doesn't complete 5th train

I worked very hard to open my pony express to level 20 in order to finally get the 4th and 5th trains. However, I found I still could not complete the 5th train. So I then worked harder to get PE level 21. I STILL can't complete my 5th train and my pony express is now maxed out!

This is beyond irritating. Especially since there are more gem/horse spots than needed. If one gem/horse spot could be changed to a gold/cow spot, the 5th train would be complete.

Why are some players able to have 4 or 5 trains at pony express level 19 or 20 and others can't even have 5 trains at PE level 21???

    Seems really odd. Can you attach a picture of your map

    After being angry about this and not playing all day I went back to my map and discovered I CAN open the spot I need. However, the area I have to click on is really, really far away from the spot I wanted to open, so I didn't see it.

    I will see if I can attach a screen shot.
