Outpost question

I attacked an outpost and killed all 3 defenders 9 minutes ago and I just drew the same outpost again and all the defenders were up, fully healthy and functional again.

Is that the correct behavior? I was under the impression they should be out for a while.

    Pat may be the bot version of the player and bots don't get shields
