My understanding is that the original intent was that it was a way to limit how quickly a paying player could advance relative to a FTP player. It's outlived its usefulness at this point and should be eliminated.

It's worth noting that the cool-down is much less obstructive compared to the old system -- then you had to wait an hour (later cut to 30 minutes) to replay each of the six missions every time. So it has been moving in the right direction.
Can anyone say anything about the Cool Down System? I'd be interested to know when it will reach.
