Why we can't upgrade lvl 16 gear for our new trained lvl 16 survivors...

I think its not fair. We spent a lot of XP to train lvl 16 survivors but we can't upgrade weapon for them! Still we need to use old one which we used with lvl 15 survivors.
We should get in the same time workshop suitable with survivor lvl.
The same with Carol bundle - wow cool lvl 16 knife...but wait a sec.. I can't upgrade it!

    Please be contented with a level 15 weapon that can be upgraded up to level 18 and can be used by survivors of minimum level 15.. dont you think that is a big advantage enough? A Level 15 or 16 survivor can use level 18 fully upgraded weapon.. At the very least, let's be thankful that they didn't make it like, a level 18 weapon (upgraded or not) can only be used by same level survivor..

    I've been farming on the deadlies on the new episode and have picked up a decent amount of lvl 16 gear, if that helps.
    I just can't use it yet cos like a numpty I only realised my storage wouldn't hold the 1.7 mil tomatoes needed to upgrade my training ground, so for the sake of 200k I had to spend a million and waste 22 hours to upgrade a storage.

    Farm the deadlies! I have tons of level 16 gear. Be patient @Amiga great things are coming!

    buying a weapon with real money in a bundle you can't even use to full effect is a big slap in the face.
    I'm not sure it was intentional...if it was, that sucks bigtime.
