To retaliate or not to retaliate that is the question?

sometimes my Michonne retaliates and sometimes she doesn’t (on first attack) why is this? Because retaliate is not a chance trait??

She doesn't retaliate when she dodges. Because she doesn't get hit. That's the only scenario when she won't retaliate. She must and does retaliate every time she gets hit but only will retaliate once in every enemy turn.
