Flaming harpoon gun

I realise that it doesn't make sense logically, being a weapon primarily used underwater. But what about a harpoon gun with some form of incendiary chances? Perhaps the charge attack roots a single target and also has a chance to cause fire?

I'm not sure how the numbers would work out for balance, perhaps something along the lines of the flaming crossbow fixed at 45%, or the devil's torch?

    For balance, I think it should have zero root capability but 100% incendiary on charged attacks. It’d be a useful tool

    I think Eugene would rig one up in half a day. Sounds perfect.

    100% fire on special, zero root, 2 spots to fill for special, special then (tactical grey move) then regular attack. And gold lucky. This one is my boomstick.

    Eugene’s would work underwater. We need more underwater map sets.
