The next council uograde will not allow us to upgrade our training grounds or our workshop so unless you are excited about your hospital and walker pit, it's not really going to help with your base level 20 gear.

I've been getting level 20 equipment about 90% of the time, so they're useless even when we can upgrade the council? Why give out this equipment if we can't use it for some time yet?

@nickc25 , because some players want to be prepared when the update happens they want level 20 weapons on hand to upgrade. After every update that includes council/TG/workshop, there's usually a few players that have already maxed their survivors and equipment.

I can wait patiently for Council upgrade except for the fact that I don't have enough xp storage. My survivors are level 19 & it takes 1-1/2+ max storage to have enough xp to fully upgrade a piece of gear. I'm I frequent booster buyer, but I never have enough xp storage to make good use of it. So I'm buying less 2x xp boosters....
