I usually divide my shooters into the "long-range" and the "close-range" categories.
Traits that fit the close-range ones are dodge, iron skin and defensive stance (to the small extend it's useful). For the long-range type it would be sure-shot and bullet dodge (as well as a pistol with extra range).
That puts Eddy there closer to the close-range than the long-range category.
Those perfect-traits-shooter is wasting their Bullet Dodge in walkers only maps anyway, so it's worth keeping this near perfect traits shooter, just not that all-rounded.
@Marc I'd keep them. This shooter is not a great outpost defender, but good for regular missions. Luck, Dodge, and Marksman are good traits for the regular walker maps.

Not if you are using the extended shot, it would take a couple of turns before a walker would get to you.
