What do the red, targets mean?

I apologize if this is in the wrong category and I apologize if the game provides an answer I've overlooked**

I've been curious about the circles surrounding the enemies. Some are dotted and some slightly look like a gear. What do they mean? Does it determine how many steps they take a turn? How hard they hit? Ect. I feel like knowing will improve my plays dramatically.

    No circle means they are dormant and won't move. A dashed circle means they will wander in a random pattern and only attack if they bump into one of your survivors. The solid gear means they have zeroed in on one of your survivors and will move to attack.

    This is about their current state.
    You have:

    Unaware : no circle. --> Walker stays in position untill they notice you
    Wandering: circle with interupted line. --> Walker walks about until he notice you
    Aggressive: Circle with un-interupted line. --> Walker will actively move the fastest route to your survivor

    Steps are always the same, damage is not influenced by their current state
