NG has so far not given us an explanation as to why the food-for-TG trade isn't introduced often enough for end-players to avoid maxing out. So I guess it's up to us to speculate. What do you think?

It's not about the ingame economy. It's about the economical situation of NG.
It is a very complex question which cannot possibly be explained without few hundreds of formulas and, in the same time, without additon of some deep philosophy.
On the other hand, I would prefer a simple internet reasoning, which is often the most accurate:
"Because FU, that's why."
Why pay for unlimited play when half of the crates you unlock are totally wasted?
If I could trade supplies for TG or legendary crates, I'm more likely to get equipment that I want to upgrade. If I have several nice pieces of equipment to upgrade, then I'm more likely to purchase boosters to get the XP required.
As it is, I don't have much incentive to play. The challenges are all the same, I've done all of the story missions I can, Outposts are such a grind after 5-10. What's left for me to do?

1) They have the ability to add it whenever they want
2) They are aware end game players are maxed out on TG's
3) They have added it before without issue
4) Bundles include weapons and based on the leg reckonin thread, people still buy bundles
So I have to think they don't do it because they want us end game players to be at a set number of supplies while the rest of the player base "catches up". I don't think it's as much as they don't want us to have more TG's than others; I think it's more that they want to set a "glass ceiling" and allow other players to catch up.
By continually offerring the supplies for TG offer in the shop it turns supply farming scavenger missions into a similar type of play for raid farming TG's.
I believe NG want's the primary way to earn TG's to be via raid and challenges. By continually offerring supply for TG offers it circumvents what they are trying to attain by making scavenger supply missions another way to attain TG's.

I don't buy the Legendary crates (7.5K or 12.5K). But I do buy everything else everytime it's offerred. A person on unlimited gas can easily make 50K TG's a day (if not more) so when there's 2K TG's in tokens offerred, 3K in phones and 3K in epic crate that's only 8K available to spend; multiply that by 3 times a day it's barely touched 1/2 the TG's a player has earned for that day.
Some players like myself primarily play outposts. I had 200K TG's at one point because I couldn't spend them as fast as I was earning them. Then NG offerred the 15K radio offers and that diminished my supply quickly. My 50K earned a day on gas was being spend just on radios & then I still needed another 8K for the stuff I normally buy (24K for the day) so bamn that got diminished quickly.
Anyway, I'm at almost 100K TG's again because there was only 5 thinks someone could buy again. Now there's 4K for 50 tokens offerred which is sweet so I need now like 35K a day to keep up. Unlimited gas I should get up over 200K again soon hopefully (awaiting those sweet radio's)

By that logic, gas boosters should be banned out of fear people might be hoarding XP and bundles taken off the shelf so players don't hoard gold.

And then break radio silence to broadcast that you have nerfed a weapon that you just sold for cold, hard cash.
I am just guessing, but maybe NG has data from gameplay that weekend that shows that bundles sales were lower because of the increased player inventory of TG's?
Given the relatively easy access to TG's from raiding now, this lack of the option to trade tomatoes seems to be a shortsighted viewpoint, in my opinion. Allowing maxed out players to gain around 70K TG's by trading in all their tomatoes doesn't really mean much for the game economy, and I really doubt it has a significant impact on NG's revenue in the long run.
I'm personally caught between the options. I know that the messages are annoying, and I would hate to see them as well. I know I'd like to have a lot of stuff to upgrade, but the priority on the challenge rework was too great to edit the development order and we can't do both well at the same time. We all see how much importance testing has, of late.
Part of the issue is that the supplies -> TG trade will not be permanent. Players who see it, but aren't on the forums, won't know that. So if we left it on for even a couple of weeks, players will be disappointed when it is removed, even if another supplies-based feature is added at the same time.
Part of the issue is that players in general are stockpiling more and more TG. This means that we're not able to give them enough stuff to spend their TG on, or at least things that they want. So giving you more TG without stuff to do with it is just trading one problem for another. And from an economics standpoint, full supplies is not a problem that gets worse and worse - the meters are full. I know that not everyone has 300k TG sitting around, but some do, and it speaks ill for those players when it comes to motivating them with TG rewards or sales to play new content, or try out new events or weapons. If a player has a glut of resources, it's very hard to keep them engaged or motivated. It's similar but possibly a greater version of the issue we have here.
The weekend is coming. I have been asked to come up with alternatives that we can put in place that won't make these issues worse. I see someone has started a thread offering suggestions, and I'm off to read it now.
Homework: Would you pay 1M supplies for a Legendary Weapon crate? I know that the exchange rate is not so good, but it might not have the same issues that the previous supply trade had. Discussion, counter-offers, other opinions [negative is fine, but please nothing acerbic - had a lot of that lately].

You can add flavor text to this option in the TG store saying Limited Time Only! Now everyone is informed and on the same page.
I understand that You want to keep offering new and interesting things and have rotating stock in the TG store. Please consider a hybrid approach where you have rotating stock for things like hero tokens, specific weapons, or large amounts of class tokens but allow unlimited purchases for things like legendary TG crates. This would absolutely encourage people to spend those TGs looking for the exact armor or weapon they need. I really think this is a fair compromise.
The exchange rate isn't great, but it's better than the current available options, so yes I would spend 1M supplies on a legendary crate. Better yet, maybe 750 supplies for a legendary crate and 1.5M supplies for a specific item (with unknown traits)? Perhaps more supplies for a specific item with known traits? It can't hurt to offer these options. I would take advantage of them.

How about gifting supplies to your guilds ala the 400 gold gift? I gift 2m supplies and each guildmate gets 50,000 supplies each. It wouldn't help guilmates already maxed, but could help those still looking for supplies. And NG nets 50k supplies on each transaction, minimum. Sortofwin/Sortofwin.
