Never. The intention of the updates to 2.4 (removing supplies from wall kills and mission rewards) is meant to address issues with wasting supplies. Yes, your farm production will be wasted, but at least you won't see annoying messages.

It is nice to not see the annoying maxed cans messages, removed from rewards, and the orange cans on the screen all the time, but if double supplies gets voted this week without a trade in option that's a slap in the face.

Remember growing up when you would ask your parents "why" and they would say "because I said so"? Now we basically get that from NG through silence and we pay for it! Ahhhh!!!!!

I've already come to accept the sad fact that I will not be able to spend supplies until there is a council upgrade, which won't be for a looooooooong time.

Oh don't worry, when you click on your council it says that it is "coming soon". Then again, the dinosaurs going extinct would be fairly recent compared to the birth of the universe. Ugh.
I wish I could love NG as much as I love the game but their management of issues just sucks. Communication is nothing to write home about either....
@vshield50 -- NG isn't ignoring this topic, rather they've spent more than their fare-share of time responding to questions/concerns, asking for suggestions, and testing out different options. While it's not permanently in-store, I want to say we've seen the Soup Trade options at least once a month since October/November when this topic was first brought up.
Unfortunately, instead of having a single-thread in the forum regarding this topic, people keep opening new threads (there has to be at least two-dozen). Unless you're digging through previous threads, it appears there's no NG response, but, to the contrary, there has been much response to this. While the frequency of the events and offerings may not be entirely what we envision to be the best solution, they did say it wouldn't be addressed in 2.4 and they would continue to periodically have the Soup Trade events periodically (which is better than none at all).
I've pulled some posts so you don't have to search, there's definitely some good conversation and feedback from the NG team scattered throughout. PS - these are ALL different threads!
I don't hate to bring it up. I don't even care if it hurts the mods fee fees, to be honest.
I've received little but contempt from NG over these request in the past. I'm going to keep making them.
Perhaps if this wasn't such a big issue to people or if NG had a real solution, the mods wouldn't have to worry about the damaging affects of customer feedback on their self esteem.

That being said, these are some of my conjectures:
1) I did look at previous posts (actually some that you provided were new to me so thank you). The reason this topic continues to be brought up is because NG did not fix the issue. As time goes by, more and more people are faced with this issue and they (NG) are now ignoring it (by communication and deed). It has been months now since we were able to use our tomatos (for those who are maxed out).
2) They have proven that they can fix the issue by offering the "Soup Trade" option so we all know it can be done. They have not brought forward a RATIONAL defence as to why they don't always have that option available to us. And they have gone silent on the topic for months now.
3) When they want to fix something (like nerf a weapon we already paid for and that we could not be refunded for), they have it done (LITTERALLY) in a matter of hours. However, an issue like this which is an obvious flaw gets ignored. They tried saying that offering trade goods for tomatos would cause the same issue but that is not true at all. I personally still upgrade every legendary item I get and I would use trade goods to purchase more. We can always use XP and TG. They simply sold us a lie to (in my opinion) make more money (which is fine to a point regardless if they are dishonest).
4) NG has shown me (by their actions) that they have poor business practices. Most recent example was the Reckon weapon. I am completely in agreement that the game should be balanced and them changing the weapon effected us all equally. However, I for one bought the weapon because of how it performed prior to them nerfing it. Then they changed the terms of our agreement without my consent. Would be as if I sold you a car and said I never intended to sell it to you with 4 wheels and I took one off 48 hours after you bought it. That being said, a GOOD BUSINESS DECISION (as of recent a new term for NG so I put it in CAPS) would have been to provide a free legendary assult weapon with good traits to calm the waters. Instead they let the issue boil to a point where they created people like me who feel disenfranchised and frustrated. They still have not made that right and probably never will.
All that being said, I really wish they would fix issues instead of just using a Band-Aid from time to time. If someone comes to my hospital with a shattered foot, I don't just fix a toe and tell them the rest is "coming soon".
