Are 58's guaranteed level 21 equipment from legendary crates? If not, do we think that will happen at level 59?

I don't know about guaranteed, but I pulled the trigger and was pleased with the result.

What have you upgraded so far? Trying to see if 6 farms + Council + Training Grounds get you to 60.
Also trying to ascertain if level 60 guarantees level 21 base gear, but have not heard from @Teeceezy yet.
Anyone have more info??
Nothing changed regarding TG equipment for me.
Still a mix of lvl 19 and 20 for now.
(Scavenge is awesome BTW, at least lvl 20 is great for someone who will still take months before going to lvl21.)
I can only assume that NG, just like before with lvl20 gear, only gives out guaranteed lvl21 gear when you have every possible upgrade in your camp done.
IIRC, the 12.5k TG gear level is determined from your highest survivor in the class the gear is offered, not player level

What's the point in risking it when then gear will just sit in your armory?
Save the TG and then start shopping once you have upgraded your training ground and work shop (and by then, your player level will also be higher, removing/reducing the risk of level 20 gear).
