I would go with Jennifer first. If she were to pull Sure Shot as her fifth trait, she'd be perfect in my book.
Janet isn't bad either. I like to have one of my survivors with Bullet Dodge for freeman boards. If Janet got Ironskin as her fifth, she'd be a great #2.

Sure shot for overall mission, bullet dodge for freeman/outpost.
And one thing, if you have enough tokens already, then you should upgrade and promote your survivor at lowest level. It's a big disappointment if your survivor get unwanted 5th trait when it has reach your highest level. Good luck!
