Similarly to playing catch with the governor or Carl being that their missing eye makes it harder for them to perceive depth... "I did not see that coming"

As many plyrs won't want to unlock The Gov. as it'd give them 3 lvl22's I think it crazy how we get a huge post each time we log on to unlock him.
Many will accidentally unlock him due to this.
Seems their are really trying to push us to unlock 3 lvl22's.
And this message over and over in the forum about supplies for TG coming soon. Totally unfair to players who have maxed out their camps. It's it about time this comes into place?
Almost seems like a way to allow lower lvl players to catch up while we stare at max supplies for weeks.
@TJS Yes, I also have maxed my camp and the supplies. Millions of supplies go to waste because NG doesn't keep their promise to do something about it. They could simply give us trade goods for supplies until they have a better solution.
And I already accidentally unlocked Eugene, so I don't mind about the Governor anymore ...
The percentage given in the announcement and patch notes was based on the rarity he was set to unlock at. We'll look into where the misunderstanding was and make sure that the numbers line up in the future.

Seriously? Where is the quality control or testing or double checking? Enough already.

So he was set to unlock at epic, but unlocked at rare instead?
It's good to know it was not what you were "going for," but this sort of oversight has become a recurring theme with patch notes. I'm not the type to get bent out of shape about it, but it's pretty ridiculous considering the build-up to the release of this character. I'm sure I'm not alone in feeling that effectively saying "oopsie" is not very satisfying to your audience here.

"The Governor - Assault Leader Trait "Only the Best": The Supplies and XP found in mission crates, and the chance to gain high-level equipment from those crates, is increased by 15%. [Upgradeable to 37%]"
If Governor unlocks at rare & is lvl 2 at 12% & assuming lvl 10 is 37% & typically lvl 6-10 are an increase of 1% each (as most other traits are)
Lvl 2 - 12% OR Lvl 2 - 12% Lvl 3 - 19% OR Lvl 3 - 17% Lvl 4 - 25% OR Lvl 4 - 22% Lvl 5 - 32% OR Lvl 5 - 27% Lvl 6 - 33% OR Lvl 6 - 29% Lvl 7 - 34% OR Lvl 7 - 31% Lvl 8 - 35% OR Lvl 8 - 33% Lvl 9 - 36% OR Lvl 9 - 35% Lvl 10 - 37% OR Lvl 10 - 37%
I know this is early phases of being rectified, I say that with certainty because even though Governor was announced on June 12th (56 days ago) it wasn't confirmed there was any issue with his percentage until yesterday when he was unlocked. The first steps to fixing an issue is to realize an issue exists.
Since I don't think any player (except maybe @Movado ) will have a lvl 10 Governor to see where the cap is would it be fair to assume whatever percentage we see now on any given level will be changed in a future update? I would think the devs know at this moment if infact it's 37% for lvl 10 so if a player happens to get lvl 10 and it's not 37% we should expect an overhaul on all the numbers to be in line accordingly.
It's 3% less which may not seem like a big deal but he's 80% as useful as he was amped up to be.
Exploits turn up, Next Games even made one of them a free for all. Lots of players have in the past and I dare say in the future will use them. It's a game and some players are clever enough to find strategies and loops that the developers didn't forsee. The game is constantly in a Beta test.
And members of the forum want to know why I don't openly discuss any advantages players find in the game openly on the forum.

@DLich Great analysis as usual. Here we go again NG there is a discrepancy between what we are getting (12% leader trait upon unlock) and what we were told (15%).
Shteevie claims it was an oversight but after reading @DLich post is it really an oversight or as usual is there more to the story? If it's wrong how long will it take for NG to decide if it needs to be fixed or not? If NG does decide it's wrong and needs fixing how long will it take?
@Fearofabotplanet please pass @DLich post on to the rest of the dev team to see if they need to do something about this or not.
There will be no changes to the percentages on the Governor's traits. The issue is one of communication, and not of programming or game balance.
The Governor unlocks at Rare, which is denoted in game code with the number 2 [since in programming, you often start counting from 0]. In preparing the patch notes, the game data was referenced, and the level of the Governor's Leader Trait designated with the number 2 is set at 15% strength. This is where the mistake came from.
In actuality, the person preparing the patch notes [me] should have seen that the traits for a Rare character start at the second level and need to be upgraded to the third before promotion to Epic. In that case, the strength would have been reported correctly as level 1, or 12%
For the sake of clarity, here are all 10 of the possible strengths of the Governor's Traits [in percentages]: 10 12 15 18 21 24 27 30 33 37
Please note that the first level, level 0, is included in the list, even though it is not possible to have a character with the level 0 version of the trait. As you can see, the next level of the trait, which would be referred to as Level 2 in the game code, is the 15% that was reported in the patch notes.
Hope this clears things up. There will be more Governor Tokens available soon in the reruns of the Season 3 missions, so everyone can use them to start on their way to upgrading the Governor very soon.

@Shteevie Is there a glitch with radio calls for governor tokens? I don't normally worry about heroes but went through dozens of phones to get governor tokens and didn't get any.
@enigma12 No, the radios work the same no matter who we put in for the selected Hero. It's a much better, yet still not guaranteed, chance of seeing the specified Hero in either of the cards that result from the call. Each card is also calculated independently, which is why sometimes people see the same character twice in the same call.

180 Governor tokens is the difference between lvl 2 and lvl 3. Knowing more will be offered in the reruns of season missions is awesome. Thank you for this explanation @Shteevie I can understand the mixup (lvl 2 trait unlocked when rare; lvl 3 trait unlocked for epic; lvl 4 trait unlocked for legendary) It makes sense.

Same thing happened when Merle was introduced. They had to correct the announcement for that too. No biggie to me. If only the level of the equipment is increased and not the rarity I dont know how keen I am on unlocking this dude. I dont know. I have all the heroes but for first time not sure if I want him on my squad let alone be my 2nd Level 21 if hes useless. Time will tell...

If chances are increased permanently, then why token amount isn't? Why can't it stay at 16? And why did u take away phones from last trials in Highlights missions when there are more and more heroes almost every month? Yet u said many times that NG will add opportunities to gain those tokens... Sorry for OT.
