Will upgrading council effect the cost of other upgrades?

For instance currently my Workshop is Level 9 and cost 710k to upgrade. If I upgrade my level 12 Council to level 13 will the Workshop upgrade change and cost more than 710k bc my Council level is higher now? Just wondering if I should upgrade all my other buildings before my council? Thanks!

No, it doesn't affect the cost of other buildings.. but at certain point, upgrading other buildings at a certain level will require a certain level of council.. and to upgrade council, you must met the required player level (not survivor level).. visit the wikia
