User attacks not hitting

Chapter 6 mission 4. I have used lvl 9 negan and lvl 8 Morgan. The mission is lvl 8 survivors. I go to start attacks with both toons and mid attack both tanks and regular walkers stop the attack and go directly into a struggle before the attack connects. Is this a new feature or a bug? Am I the only one having this issue?
