  Warrior charge attack is only guaranteed non-body-shot attack, it can be normal attack or critical attack.

  We don't get damage boost from assault & bruiser charge attack too, is that as a bug too?
  According to the support respond as showed by @淡水地鼠 , we should get damage boost from charge ability.

  What are Charge Abilities?
  
  Each weapon has its own charge ability. Using these skillfully in combat is the key to surviving tough battles.
  
  Every time your survivor kills a walker in combat, they get a charge point under the survivor’s portrait. When they have killed enough walkers (usually two of three) to charge their ability, the charge ability bar starts to glow. To activate the ability, tap the bar and choose your target(s).
  
  Charge abilities:
  
  Scout - Brain Stab: Extra damage
  Bruiser - Smash: Area stun and damage
  Hunter - Critical Attack>: Automatic critical hit
  Shooter - Free Attack: Attack doesn’t spend Action Points
  Warrior - Bonus Attack: Attack uses only 1 Action Point
  Assault - Stun Attack: Area stun and damage, or Varmint Blast: Sets targets on fire

  Wow. That help file sucks. It doesn’t even mention that Shooter free attacks are a guaranteed critical and do not attract walkers.

  Ruthless trait kicks in when you use any charged attack. Have you changed your armour recently?

  for RSL 9+, u probably want other trait instead of ruthless......
  
  iron skin, stun resistance dodge these are much more important than ruthless

  I was trying to find an explanation for the drop in damage output that you had witnessed when using your charge ability. Switching from armour with the ruthless trait, would result in such a drop.
  Btw good luck with dodge at 9+
