I hated this challenge at first!

I was seriously ticked that my fully upgraded weapon and armor level 16 survivor was getting stunned by lvl 3 raiders and doing heavy damage after 2 hits. But I kept pushing through and found some strategies and totally changed up my A team and no I don't get the 3 stars I expect every time from low level challenges but it's actually not that bad. Takes some getting used to, yes and there are some glitches. But the rewards are better and the fuel cost rocks. Only downfall is how the lower leveled people in my guild. It's rough for them!

I strongly recommend not tackling the deadly missions first. Make sure you know how to handle the humans!
I've adapted quickly and already have almost 130 stars, but it's a lazy, lazy addition.
And I usually defend the makers of this game, so I'm definitely not one who complains often.
Here is my thought.....
Ok so let's say the level 3 human enemies should be Father Gabriel or Eugine you are fighting. Little or no experience points gained in battle. Are all these games not fashioned after D&D?! They need to progress. Or be various EP points scattered with a metaphorical roll of the dice.. Or level 3 Human Enemies could be already injured from fighting walkers or other people. Or they are hungry/weak or sick. Something! Right now it doesn't make sense. They are too difficult at low levels.. Please work on it before you loose all the NEW and NEWER lower level players. You don't want to discourage new players that is not a good idea.
Most of the time they dont react so you can easily pick them off 1 at a time, and they usually 2 hits to take about (which is the same as our surivivors)
I think thats what people are forgetting.
It sounds like your players want a game with no challenege. I bet they expect every radio pull should be a 5^ hunter
