TLDR; sorry to be the bearer of bad news, but there are no recipes.
It was more or less established, when badges were first introduced, that there are no "recipes". Hundreds (upon hundreds) of initial recordings across the community yeilded no discernible patterns. Even attempted recreations of known outcomes couldnt reliably be duplicated.
Many people tried all same types of same rarity of componenets, one of each type, same rarities, even others just plain randomised the first try, then tried to duplicate using the same setup, to no avail.
There doesnt seem to be any rhyme or reason for having 4 types of components, the results are always randomised.
Creating a Badge requires the following resources: - A previously built Scavenger and Craftsman building [see Components, above]. - One 'Badge Fragment' Component of any rarity. - Four other Components of any rarity: Cloth, Metal, Chemicals, or Edibles in any combination. - A small amount of Supplies [the exact amount is based on your Council Level].
Spending these resources in the Craftsman will reward you with one Badge with the following randomly-chosen characteristics:

Well, a well-known chief developer recently hinted (strongly) that yes, no sure-fire recipes, BUT certain recipes give you higher chances at certain badge traits. And also, my initial testing with around 600 crafting results seem to confirm that.

@Putchuco -- if you REALLY want the breakdown of all the ingredients used in each badge... (everything is there, but edited so you don't see me swapping out ingredients...i do swap up ingredients at times so there are many that aren't just one of each...my only creation not shown in the video is a 1* frag with one of each 3* ingredients that resulted in an Epic Damage Badge = 364 with Strong bonus +91/NE position/Set A)
@Putchuco I crafted over 150 badges tonight .. after using all epic with epic and rare with rare , I used all my uncommon and common fragments with all rare components because I had so many. I kept track though , you still want the results?
