  Look at the picture. All weapons start with a base level. In the example. the weapon is base level 23 so any shooter who is level 23 can carry it. Each piece of equipment can be upgraded three times. So the example shows that the weapon has been upgraded to level 26. But again, all level 23 shooters can use it.
