It depends what kind of player you are. Personally, I'm really competitive so I realised in order to compete with the rest I needed to be max level. So any time there was a double supplies event I would boost and hammer scavenges really hard! I've been playing since June 2017 and managed to get my guys up to 23 before the last council update, so I was at the same point as everyone else when the last one was released!
If you're completely F2P you couldn't do it but I boosted during double supply events and burnt a little gold if needed. I skipped out 21/22 entirely.
First post, but long time lurker. I'm completely F2P and started 9 months ago. Today, thanks to 5 sec survivor upgrade, I just upgraded my first 2 lvl 24 heroes (Gov and Abe). Some tips I would give to new players or wish I had known from the beginning:
- Don't unlock heroes just because you have enough tokens to unlock them . I currently have 6 heroes that I could but haven't unlocked (plus a couple more that I accidentally unlocked). This will save you a TON of xp in the long run. - Glenn is your best friend. I use him as lead for just about EVERYTHING (distance, challenge, story, seasons, scavenge). Only outpost do I lead with Abe. When they have the free unlimited gas, then its better to lead with gov for speed farming. - Concentrate weapons/armor upgrade on assault, hunter and shooters (and its ok to skip a level in between upgrades). I mainly use glenn, abe, gov, sasha, and a gold shooter. I ALWAYS choose the training gear option, especially on your assaults. In fact, I would rather stick with my old gold training gear on my assault than upgrading a new armor that doesn't have it. - I upgrade council, then workshop, and training grounds last. It sounds counter intuitive, but scavenge and starting challenge position gets harder when you upgrade the first survivor, so I always made sure I had the gear ready before hand.
Since first week of November 2015. If I recall, I saw a commercial for the game during TWD or maybe Talking Dead. Had never played a mobile game before, but I love TWD, and I always loved any games that involved killing zombies (I played Resident Evil 2 so many times when I was younger, that I used to be able to run the entire game beginning to end in like an hour and a half - I literally competed with myself over and over to see how quickly I could beat it, LOL). Anyway, I was going on vacation the first week of November 2015, so figured I'd download this game to give me something to do while sitting around in the airport. I've never stopped playing since

I found upgrading weapons in stages as the best way to be XP conscious.
- Never waste XP on Rare or less equipment
- After level 15 or so, I stopped upgrading gear at time of leveling
- Upgrade only 1 set per class, swap gear around as you use different survivors
- Upgrade gear every 2 or 3 levels. Even now many of my level 24 have base level 22
- Upgrade 1 person per class, even if you don't often use. This allows found gear to be closer to your level
- Upgrade buildings uniformily, if you upgrade Command Post too quickly or too slowly, you cannot find equipment of your level
Example my hunter rifle is currently a level 22 upgraded to 25. Hunter is 24.Now that I am upgrading Survivors to 24, I will begin upgrading more gear.
