  That is a good question though, that I don’t really address in my post. I’m relatively spoiled in that I’m regularly scrapping epic badges so I’m in a different situation.
  
  It depends on how many survivors you regularly use. If you only use Sasha/Abe/Aaron every single mission, I would prioritize badging them with your best badges regardless of set. But if you have a very diverse and deep team, I think I would focus on completing sets. That way, my limited number of badges will have maximum effect on my survivors.

  I tend to try to make a set of at least 4 good ones then add good ones that don't fit in a set.
