  It was implemented so people that don't need tomatoes, won't get them when playing challenges.
  
  It was a big nuisance to people with maxed out buildings to get useless crates in challenge.
  
  Apparently this was the easiest fix for them...

  It worked back then but it's not working anymore and needs smarter solution.
  
  NG of course has that lame speech "we have other priorities". Worth noticing that these other priorities are actually other mistakes, bugs, and bad decisions that they made and are constantly having to fix.

  I'll prefer tomates too in the gifts, because It help us to improve faster than without It.
