Is anyone else tired of saving up 15 phones week after week only to get "rare" survivors. I mean I haven't had a good survivor for like 2 or 3 months. I'm getting really tired of this, the only reason I have any good survivors at all is because I got them when It only cost 1 phone.

When i first started playing i immediately landed two epics who had a cap of level 9. Since then, ive gotten junk and the cost of upgrading a 1 or 2 star doesnt make sense when you start getting into the higher levels...being that theyll just be junked after the next few missions
By the way, 3 star characters are not bad. I use a level 16 3 star assault quite a bit.
Tip: Save your radios for the better chance events. I have received quite a few 4 star and 2 5 star during these events. Note that the 5 star should be very rare...that's why they are 5 star.
I suspect it is different for us lower - middle level players. I seem to be having comparatively good "luck" with the radios but what looks good to me looks crappy to a lot of people. I don't have a Level 12 yet so I would be very happy to get one.
That is an excellent explanation, and completely true about computer generated "randomness."
Unfortunately, I am not a lower or mid level player. I've played since the game was released, and with the exception of this recent game update allowing me to upgrade again, I am maxed. I'm working on the recent council upgrade. My survivors can't handle the story missions in hard and nightmare modes at the end of the game. All I do is gather canned goods and xp. It's gotten really boring. Hoping for an epic/legendary weekend soon, so I can try out all the radios I've collected.
I can see how you can get maxed out although I'm nowhere close. I'm at the stage where I need to so this before I can do that. My survivors can't handle the story missions in hard and nightmare modes either (or regular mode, for that matter). So I need to upgrade them but I had to upgrade the council before I upgraded the training grounds but, after I upgrading the council I found out that I had to upgrade my storage so I could hold enough tomato cans to upgrade the training grounds. and so forth. Things are getting expensive.
So you can't train your survivors and/or upgrade your equipment enough to get through hard and nightmare modes at the end of the game? That's no fun.
