Upgrading equipment

Hello just a quick question 
If I keep upgrading a piece of blue gear will it eventually change to legendary ?

    Only the Level changes. Not the colour

    Soon enough you will reach a point in the game where you will upgrade legendary gear only, and eventually scrap any blue equipment on sight.
    Lower-level equipment is very short-lived in this game. Even for F2P.

    I would suggest only use and only upgrade blue and yellow (Legendary) gear & weapons until you get the ideal weapons you want. Scrap everything else that is green, grey or brown. You will never use them

    No it will remain blue forever unless and until NG comes with the idea of star ranking for equipment also
