Does player level affect loot?

Does player level affect the level of items received from trade good rewards?
I know the boxes you open after a challenge mission are determined by difficulty level, as I have found level 20 items from playing difficult missions. However, I have not found any gear higher than lvl 15 from a box purchased with trade goods.

They have said that many factors play into the level of gear received.
However from personal experience, at level 42-43 I received lvl 15 gear, now at 44 I receive lvl 16 gear.
From screenshots from teammates, lvl 17 gear is coming from 45-46 and lvl 18 from 47.5 -

@personlll It would be ridiculous if the survivor level played a part. It should only be based on the workshop level since it is the constant. Just as an FYI, I had a level 12 maxed Brusier but regularly get level 15/16 eq.
However, I keep getting scout eq, ranging from 12-16. I don't have any scouts.Proud member of the Empty Memorial Club.

it is based on your highest survivor level.. there is a certain range..

I hope one of those factors isn't average survivor level. I have 20 survivors, many of which I haven't been able to level up yet.
