Why am I still getting low level equipment drops?

Can someone explain to me why I'm still pulling equipment 3-4 levels lower than my survivors? I thought we were supposed to see equipment in gold boxes at or near our top survivor level in each class.

I'm level 41 and have my camp maxed. Can't upgrade camp until I'm 42. The majority of my survivors are at level 17 - will go to 18 when I can upgrade camp.

Aside from a couple level 15 rare armor, I have yet to see ANY epic or leg weapons over level 14. I'm a very active raider - pulling 7,500 and 500 tg crates - and playing challenges with a survivor requirement of 18.

My main bitch is that my leg 17 hunter, shooter and assault are all running around with level 16/17 maxed weapons - which means I'm getting weapons with starting levels of 13/14 instead of 16/17.

I'm not very happy wasting xp on upgrading low level equipment.

    I'm pretty sure you would be at a higher level than 41 if your camp is maxed out. Building points have a little fuzzy math going on with them but you would be at 49 or 50 maybe higher if your camp is maxed out so I don't think your camp is maxed out yet. What is your workshop level?

    @Shut_Up All my major buildings are maxed for Council 16.

    My WS is 14. I can't upgrade WS to 15 until my Council is 17. I can't upgrade Council until my player level is 42 - I'm about 600 BP away from 42.

    I have seen other players and members in my guild who are levels below me getting equipment that match their survivor level - some even getting equipment over their survivor level.

    I have this same problem @Vintage_Bull
    & it feels like it just started recently for me.. I haven't received a weapon for any of my current Hunters that match their Lvls at all! It's quite flustering!
    Having Lvl 16 Hunters but pull only Lvl 13-14 Gun is beyond annoying & I'm over it!
    Hoping I'm just having a bad luck streak & things will get better soon

    I have the same issues, about the same camp and suvivor levels and I never see high level epic or legendary hunter weapons or armor. 7500 crates just don't seem to do the trick for my level 17 hunters. I would even buy a legendary hunter bundle but never have it as an option.

    Survivor level is one thing that determines equipment drop but there are other things that go into determining equipment drops. Upgrade your Other buildings and I'm willing to bet you get better equipment because you will increase player level. There's a natural progression to the game so the equipment will come as you advance a little more.

    @Kara Not me. I won't give NG any money until NG fixes this this game - and there is a lot that needs to be fixed.

    @Shut_Up I really want to agree with you, but I don't believe upgrading to Council 17 is the root of my problem. For shits and giggles, I upgrade my Council and all main buildings, then what? Level 18 survivors with level 14/15 base equipment. Nah.... Something isn't right.

    I wrote council when I meant to write other buildings and I changed it I don't know if you saw that before the edit but one way or another you have to do some more upgrading so it can't hurt.

    @Vintage_Bull I have the opposite but equally frustrating issue. I am a level 51 player and I am pulling mostly base level 19 gear which is going to be useless to my level 18 survivors for who knows how long. I am storing it until a bonus scrap weekend hoping to get 30k for a weapon rather than the current 10k scrap value but since the developers resist adding a armory counter for us, I keep getting the dreaded "auto scrap" message some mornings when I fire up the game because I have exceeded the 140 limit (and I am too lazy to do a manual count). I do feel your pain. All four of my hunters have rare armour. You would think as many pulls as I have made I would get at least one epic or legendary set of hunter armour. Good luck to us both!

    @Shut_Up i'm in the same situation, lvl 42 and council 17 in progress.
    i only got 1 lvl 17/20 pistol in a deadly mission.
    From 7500 leg crates i get only 13-15 lvl gear for my lvl 17 survivors.

    i will get 17-18 lvl gear at player lvl 49 from 7500 leg crates or in general, more drops from deadly missions?
    i didn't find an answer yet.
    Do you get better gear from 7500 leg crates as player lvl is increasing?

    BTW, the feeling you had about my boy Dread not deleting the game and still lurking around was way off.

    @NCDawgFan Even though I'd scrap it, I'd be happy just to see rare equipment 15 or higher. At least It would give me hope that I have a chance when pulling 7,500 or gold on deadlies.

    Edit: There was a time in the game, be it a long, long time ago, when I too picked up some rare equipment that was higher than my highest survivor level. Again, that was a long, long time ago.

    I'm pissed off as well. My every legendary gear from golden box from TG shoop always 3 lvls below my survivors. My two bruiser has lvl 17 but leg weapon I received lvl 14. Really annoying

    Player level makes sense to a degree. @OneLessTitan clearly shows it, but I know players at player level 36/37 pulling level 17/18 equipment with survivors that are lower levels than the equipment.

    I'd be shaking my head, but I'm too busy slamming it off my wall >:)

    Your position is still valid despite @OneLessTitan 's excellent statistics.

    I am at Level 34, and I will soon be able to train Level 15 survivors (after I upgrade TG).
    I certainly am not happy getting Level 9-13 gear.
    If it is based on player level, then the coding is wrong - whether deliberately or not is another story.

    When i was level 42 i pulled no less than 3 lvl 16 (starting) Legendary armor equipment from 7500 TG crates. Only for one of them i could equip immediately. The others are waiting to be used because my other survivors are only lvl 15 max.

    @theRealBender That's more along the lines of what I'm expecting. Thanks for the info. Hopefully, I'll be able to come back to this thread when I'm level 42 with better results.
