Legendary and epic crates glitch???

Past 6/7 crates i opened legendary and epic have produced level 19 gear which is fine but cant be upgraded until next update....having hard time finding level 18 gear in any boxes

    :/ Maybe thats a sign that they expect to roll out the new council level soon... I have been getting a lot of lvl 18's but nothing starting at 19.

    @iced1979 same question as zbot (lol, just autocorrected zbot to snot!)...I'm guessing you are at least level 48 (perhaps you just leveled up) as I'm at 47 and am getting level 18 epic gear from epic crates (or the sad times when I get level 17 legendary gear).

    The TG crates appear to be tied to player level or total building points which is just a subset of player level.

    I only get lvl 20 gear from those boxes & agree that it's messed up but supposedly based on player level

    @PimpOfTheDead -- what player level are you, and do you get level 20 from both epic and legendary crates?

    Last time I opened one up it was level 17 bruiser and scout crap. I don't have bruisers and scouts! Retired them all lol

    @OneLessTitan I'm level 52 max & from legendary crates it seems to be always lvl 20 & actually never bought an epic crate since I don't use epic gear lol

    Got level 18 survivors but upgrading gear thats level 16/17 its not good investment on the conomy of the game.....u put up to 1.5/2 million xp to upgrade an item and only get like 12/13 k back when scraped

    upgrading survivor that i dont use seems better investment than upgrading gear thats not level with my survivors

    @iced1979 You have not answered zbot's question. I think he's trying to help you or give info to the devs so you should answer it.
    Or when you say "maxed out camp" are you saying you are lvl 52?

    Thanks for your personal data point @OneLessTitan...level 47, that's what I need to get to before cashing in my TG crates. ;)

    Level 46 camp = level 17 and 18 leg gear
    Level 49 camp = level 18 and 19 leg gear
    Level 52 camp = level 19 and 20 leg gear

    Gold crates do not work on the same system , they are lower. This is only for legendary crates. @iced1979
