Yes !, you should be able to level up your legendary weapon lvl 5 with best traits to lvl 21 if you want/needs to, just like survivors.

Yeah, so useless weapon... I used it one time on rufus, and it was one time too many .. Scrap is Coming ! And I want a refund of my 6 gas for this scavenger mission too ! haha Even at lvl 21 and in legendary type it's still useless without stun.

Supplies bar filled up to start our journey from lvl X to lvl 59 then upgrade Council lvl 20 ! Would have been awesome hehe

Kind of frustrated, have to upgrade all of my useless buildings to get lvl BP 59, then try to get survivor lvl 21 :/
